William’s practice is primarily but not exclusively focused on the fields of Municipal Law, including public sector Labor Law, and Estate Planning and Probate.

William graduated from St. Ambrose University in Davenport, Iowa with a B.A. in History as well as Philosophy in 1950. Prior to law school, he spent two years in the United States Army. He received his Juris Doctor Degree from the University of Iowa College of Law in 1958. He graduated Summa Cum Laude and Order of the Coif.

William is a member of the American, Iowa and Johnson County Bar Associations, is a past member of the board of directors for the International Municipal Lawyer’s Association and is a charter member of the hall of fame of the Iowa League of Cities.

William serves on the board of trustees at St. Ambrose University. He has been published extensively in Cityscape, a publication of the Iowa League of Cities. William has also taught extensively in the area of Municipal Law, including being a member of the faculty for both the Institute for Local Government Lawyers and the New Attorney Institute of the International Municipal Lawyer’s Association.

In September 2005, William received the Charles S. Rhyne Award for lifetime achievement in municipal law.
